The Maharashtra State Security Corporation has come into existence on April 19, 2010, consequent upon a statute having been passed by the State Legislature.
The idea of raising a dedicated Force for security was under the consideration of the State Government for a long time. The Force to be raised under the Corporation is the state-level counter-part of CISF and a result of the joint initiative taken by the Union and the State Governments. It is mandated to cater to the security needs of the government offices, corporations, vital installations, public sector undertakings (PSUs), local bodies, banks, financial, religious and educational institutions, hospitals, infrastructure projects, malls and multiplexes and the like.
The Force will be headed by an officer of the rank of Additional Director General of Police. Its members will be public servants, designated as Special Police Officers under the prevailing laws, armed if so required, and will have powers to take offenders/ trouble-mongers in custody and turn them over to the nearest Police Station.
The Corporation will employ ex-servicemen, serving and retired personnel from para-military forces and the police and members of public. The training standards will be suited to meet the growing requirements of the job.
Among other things, the Corporation will also perform security audits of public and private institutions/establishments and suggest ways and means towards impeccable security. The Corporation will also take on additional responsibilities with the growing needs in the field of security.
The Corporation will be governed by a Board of Directors, comprising senior government functionaries, under the overall guidance of the Government of Maharashtra.
The motto of the Corporation is 'Safety and Trust'.
महाराष्ट्र राज्य सुरक्षा महामंडल अधीनियम एप्रिल १९, २०१० रोजी महाराष्ट्र विधानमंडळात पारीत झाले असून त्या अधीनियमखाली महाराष्ट्र राज्य सुरक्षा महामंडळाची निर्मिती करण्यात आली आहे.
सुरक्षा प्रदान करण्यासाठी एक नवीन सुरक्षा बळ निर्माण करण्याचा प्रस्ताव बर्याच दिवसापासून शासनाच्या विचाराधीन होता व त्याची परिणीती या महामंडळाखाली महाराष्ट्र सुरक्षा बळ याच्या स्वरुपात झाली आहे. महाराष्ट्र सुरक्षा बळ हे केंद्रीय औद्योगिक सुरक्षा बाळाच्या धर्तीवर निर्माण करण्यात आले असून याचा वापर प्रामुख्याने राज्य शासन व केन्द्र शासनाची कार्यालये, त्यांचेउपक्रम, अशा सर्व आस्थापनाचे कर्मचारी, सार्वजनिक क्षेत्रातील उपक्रम, प्रमुख प्रतीष्ठापणे, वीर्तीय संस्था, धार्मिक संस्था, शैक्षणिक संस्था, संस्कृतिक संस्था, व वैद्यकीय संस्था आणि तत्सम, आणि शासनशी संयुक्त करार करून किंवा शासन किंवा शासनाच्या मालकिचे महामंडळ यांच्यात याबाबतीत सामंजस्य करार करून किंवा शासनाचा अन्य कोणताही विभाग, शासकीय महामंडळ, शासकीय किंवा निमशासकीय संस्था याद्वारे, याबाबतीत स्वतंत्र तरतुदी करून निर्माण केलेले मोठे पूल, विशेष आर्थिक क्षेत्रे, खाजगी बंदारे व लहान धक्के, धरणे व द्रुतगती मार्ग, इत्यादी पायाभूत सुविधाना आणि मॉल्स मल्टिप्लेक्स, क्लब, हॉटेल इत्यादी वांसह वाणिज्यिक आस्थापनांना सुरक्षा प्रदान करण्यासाठी करण्यात येणार आहे.
या शिवाय सर्व आस्थापनांना व संस्थाना तंत्रविषयक सल्ला, सूरक्षा निरीक्षण (Audit) व तत्संबंधित किंवा ताडानुषंगिक ईतर सेवाही या बाळामारफात पुरविल्या जाणार आहेत.
या बलाचे प्रमुख अपर पोलीस महासंचालक दर्जाचे अधिकारी राहतील. याशिवाय २ पोलीस उप मॅहानिरीक्षक व ३ पोलीस उप आयुक्त / पोलीस अधीक्षक दर्जाचे अधिकारी राज्य शासनाद्वारे नेमले जाणार असून इतर पदांची भरती सैन्य बळ, निम - लष्करी बळ, पोलिस बळ व गृह रक्षक दलातील आजी-माजी अधिकारी व कर्मचारी, सुरक्षा रक्षक मंडळातील अधिकारी / कर्मचारी व सर्वसामान्य जनतेमधून करण्यात येणार आहे.
या बलाचे आधिकारी व कर्मचारी हे विशेष पोलिश आधिकारी असतील व त्यंना नेमलेल्या ठिकाणी समाजकन्टक व गुन्हेगारांना ताब्यात घेण्याचे अधिकार आहेत व तसेच त्यांना आवश्यकतेप्रमाणे शासकीय हत्यारे पुरविली जातील.
महाराष्ट्र राज्य सुरक्षा महामंडळाची सुरक्षा रक्षकांची पहिली भारती पूर्ण झाली असून निवडलेल्या उमेदवारांचे प्रशिशण मान्यताप्राप्त संस्थेमफ्र्ट्ता चालू आहे व दिनांक १/१/२०१२ पासून सदरचे सुरक्षा रक्षक व अधिकारी हे दिलेल्या आस्थापानामध्ये कार्यरत होतील.
महाराष्ट्र राज्य सुरक्षा महामंडळ अधीनियांतील नमूद केलेल्या तरतुदिप्रमाणे सदरचे महामंडळ हे नेमलेल्या सांचालक मंडळाच्या देखरेखिखली काम कारणार आहे.
